Matt Blackmer serves as the Chief Credit Officer (CCO) for Beach Cities Commercial Bank. Matt brings over 30 years of banking experience and has primarily been responsible for managing credit teams in Southern, California including offices in Los Angeles, Torrance, Encino, Pasadena, City of Industry, Costa Mesa, and San Diego. Matt has led numerous credit teams including Senior Credit Product Officers, Senior Portfolio Management Officers, and junior underwriters to achieve balance sheet, revenue, asset quality, NIM, and all other pertinent credit metrics. He has served in large banks such as Bank of America and Wells Fargo Bank and smaller community banks such as Shoreline Bank in WA. Most recently from 2016 through 2022, he was SVP, Business Banking Team Lead at California Bank & Trust, responsible for a start-up Business Banking unit for Los Angeles and Orange County, CA.
Matt graduated in 1999 from Central Washington University with a Bachelor of Science in Business Management and Economics and in 2009 graduated from Pacific Coast Banking School. He currently resides in Dana Point, CA.
Najam Saiduddin serves as Chief Financial Officer (CFO) for Beach Cities Commercial Bank. Mr. Saiduddin has served as a CFO / EVP for the past 30 years in various community banks in Southern California. Prior to being a CFO, he was Controller at Security Pacific State bank and a Corporate Services Auditor at an $80 billion financial institution. He has a CPA certification and CIA (both inactive status) with a Bachelor’s degree in Accounting and Management Information Systems emphasis. Najam was employed at California Business Bank as their CFO, Corporate Secretary, and Bank’s security Officer. Prior to California Business Bank, he was a CFO at South County Bank (name changed to CalWest Bank). Najam along with a group of other bankers started South County Bank in Rancho Santa Margarita, CA as a de novo bank in October 1999.
Najam volunteers his time by serving on the investment committee for New Horizon School (private school kindergarten through middle school). Previously, he volunteered as the Treasurer/CFO for New Horizon School in Irvine for over 10 years.
Nasrin Rostami serves as Chief Operating Officer (COO) for Beach Cities Commercial Bank. Nasrin has over 30 years of banking experience, primarily in management, operations, compliance, risk management, BSA (Bank Secrecy Act) and information technology positions for community banks and major financial institutions in San Diego, CA. Most recently she served as Chief Risk Officer (CRO) of Endeavor Bank, San Diego, where she worked with the management team to open the bank for business in January 2018 and during its de novo stage. Prior to joining Endeavor, she was part of the executive team involved in all activities associated with opening San Diego Trust Bank (SDTB) in 2003. She served at SDTB as the EVP/Risk Management until 2013 when the Bank was acquired by Pacific Premier Bank. From 2013 to 2015 during her time at Pacific Premier Bank, she served as the CRO, headquartered in Irvine, CA.
Nasrin received a Bachelor of Science degree in Business Administration, minor in Accounting from United States International University, San Diego, CA. She has also been a Certified Anti-Money Laundering Specialist (CAMS) since 2007 and a Certified Fraud Examiner (CFE) since 2013.
Robert Anthony serves as Senior Vice President of Technology, with over 30 years of technology experience, primarily in the financial services industry and commercial banking. Rob previously held CIO roles at Pacific Premier Bank, Greenlight Financial Services, and Aames Financial Corporation. Rob also held senior leadership roles in the FinTech realm, including Equator LLC, Document Systems, and Previon Solutions. He has a history of implementing technology platforms in investment banking, loan origination and servicing, digital document processing, and real estate loss mitigation, including expertise with business process refinement and cybersecurity program management.
Rob received his Bachelor of Arts degree from California State University, Fullerton and earned his Master of Business Administration from the Walker school of Business & Technology at Webster University, earning Highest Graduate Honors.
Tim Himstreet has 31 years of Commercial Banking experience, including the startup of five Community Banks. Tim’s career is made up of financial performance with sales driven management, customer service management, leadership, and team building. Tim’s approach to Community Bank Commercial lending is all about providing customized solutions, building lasting relationships and producing exceptional financial opportunities and results for clients, shareholders, and team members.
Tim graduated from the University of Nevada, Reno in 1995 with a BS in Business Administration where he also competed in the Div I baseball program. He is married, with 2 children and resides in San Diego County. His hobbies include Playing Ice Hockey, golf, tennis, and pickle ball along with Health/wellness and volunteering on the Foundation Board for Arc of San Diego, a non-profit organization that aides the needs of special needs citizens throughout San Diego with physical and mental disabilities. He chairs the Arc of San Diego foundation annual Golf tournament and won the 2023 Presidential Volunteer Service Award for the organization. He also served on the Board for NAIOP-National Association of Industrial and Office Properties from 2002-2024.
Rosie Romero serves as Director of Operations for Beach Cities Commercial Bank in Irvine, CA. She is a seasoned banking professional with over 35 years of experience, primarily in middle market banking, deposits, credit, treasury management, operations, customer due diligence, and risk management.
Most recently she served as VP, Customer Service Manager for Wells Fargo Bank, N.A. in Pasadena, CA. She received a Pinnacle Award for providing exceptional service to clients. Earned Certificate in Computerized Accounting from InterCoast College in 2002.
Ms. Bienert has over 31 years of banking experience. She began her banking career in 1985 with Wells Fargo Bank (previously Crocker Bank) as a Merchant Teller. From September 1990 through April I994 she was a loan secretary at Sun Country Bank, where she gained experience in document preparation, construction funds control, and reconciliation of loan disbursements. She has worked with various banks and has assisted with the organization of Premier Service Bank, which opened in 2001. During her tenure at Premier Service Bank, she progressed to the position of EVP and Chief Credit Officer. After deciding to do bank consulting in October 2013, she retired in May 2021. She recently ended her retirement, however, electing to assist her husband, Thomas H. Bienert Jr., as Administrator of his law firm, Bienert Katzman Littrell Williams LLP, in San Clemente, CA.
In addition to a long career in banking, Ms. Bienert also served on several non-profit boards, such as Habitat for Humanity’s Riverside Affiliate (seven years), Mend Poverty (two years), and the Unforgettables Foundation, a non-profit dedicated to assisting at-risk and grieving families with finances, helping them afford a timely and dignified funeral for their child (six years). She was an executive board member for all organizations and enjoyed her tenure and the contributions she was able to make.
Mr. Riskas is the founder, President and CEO of RNE Investments, Inc., a company that manages a diverse investment portfolio, including commercial real estate, robotic engineering, vineyard management, and marketing.
Prior to RNE Investments, he was the majority owner, President and CEO of SuttCor International and Polaris Properties, Inc. where he provided financial planning and asset management and offered private syndication investments for approximately 400 high-income and high-net-worth individuals, including physicians and professional athletes.
Mr. Riskas has served on the boards of several organizations, including the Wildlife Waystation, The Literacy Project Foundation, and the Orange County Technology Foundation. He was the first individual to receive the Red Apple Award from the Saddleback Unified School District and was the inaugural recipient of both the Businessman of the Year Award in 2006 and the Business of the Year Award in 2015 from Rancho Santa Margarita, CA.
He also received the Orange County Board of Education “Outstanding Contribution to Education” Award in 2014, among many other acknowledgments for his contribution to education.
Mr. Riskas received a Bachelor of Arts degree in Economics (Cum Laude) from UCLA in 1974, and a Master’s degree in Accounting and Finance (Summa Cum Laude).
Mr. Riskas presently resides in Dana Point, California and has been a resident of Orange County for over 44 years.
Since 1985, Mr. Bosemer has served as President of Accelerated Funding Government Loans, Inc., a California corporation, and as President of Accelerated Funding, Inc., a Nevada Corporation. Both offices specialize in First Trust Deed, Conventional and Government loans, in addition to Reverse Mortgages. Accelerated Funding Government Loans, Inc. is HUD approved to originate FHA Title II Loans and Reverse Mortgages. The Company is also a HUD-approved 203K lender and a HUD REO-approved lender (Santa Ana Field Office). Mr. Bosemer was a Founding Member of the Loan and Marketing Committee, and Member of the Board of Directors of Capital Bank of San Juan Capistrano from its inception in 2008 until it was sold in 2017.
Mr. Bosemer received a Bachelor of Science degree in Business Administration from the University of Southern California in 1975, with an emphasis in real estate, marketing and finance. He has held a California Real Estate Broker’s License and Nevada Mortgage Lending Division Broker’s License since 1976.
Dr. Burkhardt has been an anesthesiologist at Mission Viejo Anesthesia Consultants since 1998 and has served as President and CEO since 2017. He has been a board member of Wellness Clinic of Orange County since 2018. In addition, he has worked with Mission Hospital Regional Medical Center in Mission Viejo since 1997, Children’s Hospital of Orange County in Mission Viejo, and Mission Ambulatory Surgicenter in Mission Viejo. He also serves on the Medical Executive Committee for the Surgical Center Irvine and for Mission Ambulatory.
Dr. Burkhardt received a Bachelor of Science degree in Biochemistry from UCLA in 1988 and a medical degree from the UCI College of Medicine in 1993. He completed his residency in Anesthesiology at the UCSD Medical Center from 1994 to 1997 and was the Anesthesiology Chief Resident from 1996 to 1997. He furthered his education from September 1997 through March 1998 with a University of Iowa Pediatric Neuroanesthesia Fellowship. He received Board Certification in 1998 from the American Board of Anesthesia.
Dr. Burkhardt presently resides in Laguna Hills, California and has been a resident of Orange and San Diego Counties for over 28 years.
Mr. Federico currently is a Dana Point City Council Member, and Former Mayor, serving as Mayor in 2021 and 2024. He also serves as Vice Chair and Director of the Orange County Transportation Authority.
Mr. Federico is a veteran serving in the United State Marine Corps as an Executive Officer, Marine Aircraft Group 39 where he was responsible for management, administration, and training of over 4,000 Marines, Sailors, and civilian employees.
He was also the Commanding Officer, Marine Light Attack Helicopter Squadron 369 responsible for the leadership, training, and development of 425 Marines, Sailors, and civilians and for the maintenance and tactical deployment of 30 AH-1Z and UH-1Y helicopters.
He led a team responsible for the development of capability of an Afghan Border Security brigade. Advised the Afghan brigade on tactical employment, training and education, logistics support, and pay and administration, resulting in their being rated as one of the first in Afghanistan to be able to operate without direct NATO support. Responsible for the welfare of the advisor team embedded with Afghan forces. Additionally, Mr. Federico served as an AH-1W and AH-1Z Pilot Infantry Officer.
Mr. Ford is a retired banker with over 41 years banking experience. He is an outside, independent director and non-executive Chairman of the Board. He most recently served as EVP and Chief Loan Officer of Seacoast Commerce Bank after Seacoast’s acquisition of Capital Bank, San Juan Capistrano (from October 2017 to August 2019). He joined Capital Bank August 2007 while it was in organization and worked with CEO Kent Falk, President Jeffrey Redeker and directors James Heinrich and Rick Bosemer. From October 2005 to August 2007, he served as SVP and Senior Lender at Pacific Western Bank (successor to Pacific Liberty Bank), Huntington Beach, CA.
Mr. Ford has been a member of STCC since 2012 (Scottish Terrier Club of California) and has been on its Board of Directors since 2016. He currently serves on STCC’s Legislative Committee and has served as Chairman of two annual events.
Mr. Ford received a Bachelor of Science degree in Business Management in 1977 from California State Polytechnic University, Pomona, CA. He currently resides in Huntington Beach, California and has been a resident of Orange County for over 43 years.
Dr. Heinrich is a facial plastic surgeon who specializes in performing cosmetic and reconstructive surgery to the face, head, and neck region. He received his Doctor of Medicine degree from Loma Linda University in 1988. The following year he completed his post-graduate internship and surgery training at Loma Linda Medical Center. Dr. Heinrich completed four years in Otolaryngology-Head and Neck surgery at Loma Linda University Medical Center. During his Head and Neck training, he developed a strong interest in plastic surgery. He went on to complete a one-year fellowship specializing in Facial Plastic and Reconstructive Surgery of the head and neck at the University of Illinois.
Dr. Heinrich did extensive training in laser technology and currently offers the most advanced laser procedures utilizing state-of-the-art lasers. He also worked extensively in the diagnosis, treatment and reconstruction of all types of skin cancer while training and continues to utilize that expertise in his practice. He has a keen interest in not only treating skin cancer, but also utilizing varying modalities to prevent skin cancer.
In 1999, Dr. Heinrich founded Pacific Coast Cosmetic & Laser Medical Center, Inc., a comprehensive aesthetic laser center in Mission Viejo, CA, offering a wide variety of both surgical and non-surgical procedures all done by Dr. Heinrich. He also serves as a member of the Board of Directors of the Mission Hospital Foundation and is board certified by the American Board for Otolaryngology Head and Neck Surgery and for Facial Plastic and Reconstructive Surgery.
Mr. Katzman's unique and accomplished background includes over three decades of experience in both government service and private practice. A former United States Trustee for five federal judicial districts and federal prosecutor, Mr. Katzman offers unparalleled trial, bankruptcy and complex litigation experience, specializing in complex insolvency, federal and commercial litigation.
During 2003-2008, Mr. Katzman was appointed as the U.S. Trustee for the Central and Southern Districts of California, the Districts of Hawaii, Guam, and the Northern Mariana Islands, where he was responsible for oversight of over 100,000 bankruptcy cases filed annually. From 1991 through 1996, Mr. Katzman also services as an Assistant U.S. Attorney and Special Assistant U.S. Attorney and Special Assistant U.S. Attorney for the Central District of California, where he prosecuted bankruptcy fraud and related crimes, including mail fraud, wire fraud, and bank fraud.
From 1996 through 1999, he stablished and managed a new office of the U.S. Attorney for the Northern District of Ohio, in Youngstown. During his tenure as a prosecutor, Mr. Katzman pursued numerous trials and appeals, including the prosecution of attorneys, accountants, and corporate officers for embezzlement, concealment of assets and tax offenses, complex bank and mail fraud cases and death threats to a federal bankruptcy judge.
In private practice, Mr. Katzman was senior insolvency and federal litigation counsel for the Orange County, Calif., law firm of Albert, Weiland & Golden LLP. Prior to that, he was an associate with Newport Beach, Calif., office of Buchalter, Nemer, Fields & Younger, and a law clerk for Bankruptcy Judge John E. Ryan in the Central District of California. Mr. Katzman has served as the President of the Orange County Bankruptcy Forum, Conference Co-Chair of the California Bankruptcy Forum, and has been a frequent speaker at many national and regional legal associations, including the American Bankruptcy Institute, the National Conference of Bankruptcy Judges, the National Association of Bankruptcy Trustees, the California State Bar, and the Justice Department's national training facilities. Academically, Mr. Katzman received his law degree from the University of California - Davis, and his undergraduate degree in Economics from the University of California -Santa Cruz.
Mr. O'Leary is a seasoned Global Security Officer with over 20 years of experience in federal law enforcement and private sector security leadership. As a dynamic and multifaceted leader, his career spans high-level roles including leading the FBI Orange County Office and serving as Chief Security Officer for both public and private organizations. During his 24-year tenure with the FBI's Los Angeles Division, Mr. O'Leary serves as Assistant Special Agent in Charge and head of the Orange County Resident Agency, overseeing terrorism investigations across Orange, San Bernardino, and Riverside Counties. His extensive FBI experience included over a decade investigating white-collar crime, drug trafficking, public corruption, and money laundering. His expertise in physical security includes developing threat assessments, site surveys, and security plans for major events such as the Grammys, Golden Globes, Oscars, Super Bowl, and World Cup. He managed specialized FBI teams, including SWAT, Evidence Response, Hazmat, Dive, Crisis Management, and served as Co-Chair of the Ports of Los Angeles, and Long Beach Area Maritime Security Committee, coordinating security and grant programs.
In the private sector, Mr. O'Leary was Chief Security Officer for a privately held company, where he led the development of a state-of-the-art Strategic Operations Center, overseeing electronic security systems and AI-driven analytics. He implemented advanced intelligence platforms, including social media monitoring and PII removal systems, and designed comprehensive strategies for business continuity, crisis response, and workplace violence prevention. Mr. O'Leary also developed robust executive protection and travel security programs for c-suite executives, both domestically and internationally. Renowned for building resilient, and compliance-focused programs, he combines practical field experience with strategic leadership to deliver innovative security solutions that safeguard people, assets, and corporate reputations against evolving global threats.
